Combating Child Labour

Overview : Combating Child Labour through ILO and
UNICEF in current policy to the issue
Warning that "current trends are … of great concern" the UN says there will still be about 190 million child labourers in eight years' time – a drop of just 25 million on today's figures. Even worse is that in the poorest parts of the world, the UN says, the numbers will rise[1]. According to the great concern to combat child labour, The international community’s approach is based on two ILO Conventions: the ILO Convention on the Worst Forms of Child Labour which calls forimmediate actions to end the most hazardous. In accordance with article 32 of the Convention on the Rights of the Child, UNICEF have supported a number of country-specific programmes which address child labour. These include education, health, street children, legislative review and programmes addressing the commercial sexual exploitation of children especially the minority children. The right to education got unprecedented support by the Millennium Development Goals to which 187 countries committed themselves in 2000. The links between child labour and various MDGs are clear, in particular in relation to poverty reduction (MDG1), education for all (MDG2), gender equality in education (MDG3) and youth employment (MDG8).
The
United States of America Track Record
The United States of America expresses it
deep concern of the rising problem with the child labour all over the world.
Recognizing child labor as a violation of children's and workers' rights, the
United State of America fully supports all international efforts to end child
labor by forging alliances with unions in other countries. These alliances work
to achieve enforceable global labor standards, such as ILO Convention 182, and
hold transnational companies accountable for labor practices. The United States
of America join A group of 25 Latin American and Caribbean countries have
announced the launch of a regional initiative to boost effort to combat child labour, and achieve the goal
of total eradication by 2020[2].
The United Nation of America also conduct and/or provides education, training,
technical assistance, capacity building, research, social accountability
auditing, resources, and evaluation services to public and private institutions
and agencies, non-governmental organizations, and international programmatic
institutions that seek to eliminate the worst forms of child labor in the
United States and around the world.
The United States of America in UNICEF :
Proposal for the key point discussion
Due to our willingness for an open
progressive dialogue and actions in satisfactory conclusion, The United State
of America is calling upon other states for a full respect and observation of
the convention relating to the status of Child Labour, adopted by United
Nations Organization and full cooperation in developing innovative measure to decrease
the sum of child labour. 1.The United
States of America is convinced that the first and important initiative should
be the prevention of child labour by campaigning for institutions to adopt and
enforce codes of conduct through requring licensees for minimum labor standards
(including the absolute minimum age), and including international conventions
on child labor.
2.The next, the way to protect
child labour is “filling suit againts corporations for labour rights abused
abroad”. The International Labor Rights
Fund and other groups have begun pursuing legal action against companies for
alleged labor abuses in other countries. In 1996, for example, ILRF filed a
suit against Unocal for using slave labor to build pipelines in Burma; and with
the support of U.S. labor unions, ILRF recently filed a suit against Coca-Cola
for using paramilitary forces to suppress organizing and assassinate union
leaders in Colombia (these suits are still pending). If effective, this
strategy could be used in the future to hold transnational corporations
accountable for child labor abuses. Beside that, Eradicate Child Labor to
improve coordination and provide additional resources to local goverments, and
established a new national plan to combat sexual violence and commercial sexual
exploitation of children are also necessary.
3. According to the third major
solving problem, increasing children’s access to public education is a
fundamental strategy for ending child labor. The United States of America also
support The International Initiative on Exploitative Child Labor (IIECL), which
commonly known as a US-based,
not-for-profit [US IRS approved 501 (c) (3)] organization, incorporated in 1999[3].
So, The United States of America calls upon the other states to work upon an improvement
of the mutual work in order to develop a better child without work as labour.
The
United States of America would like also to draw attention to occured in
matters concerning the child labour. The United States of America really
support the program or activity that decrease violance, sexual, and explotation
of child labour and save them from suffer and poverty. By focusing its
attention on the matter of the protecting and ending of the child labour in generally,
The United States of America believe that international community should doing
bargaining strategy to join its efforts in developing the existing practices in
protection and help for children all over the world. So, The United States of America affirms its
position to work towards a better life and living condition for all children.
